The leaders — how drugs shaped the world we live in
Four leaders. Two armies. The chemistry that was in the room when the decisions were made. The willpower frame can't describe it. The disease frame won't. The right's Churchill, the centre's Kennedy, the left's anti-stigma instinct, the libertarian's institutional critique — each tribe's mythology depends on the same silence.
Whose neurochemistry was in the room when the decisions were made
Bad thinking shaped drug policy. The rest of this site has been the argument for that proposition — forty years of willpower-frame campaigns, evaluated. This page asks the inversion. Did bad drugs shape world policy? Not metaphorically. Not as moral failure or character weakness. As neurochemistry, in the men who ran the rooms where twentieth-century history was decided.
The case is concrete. Hitler took Eukodal — pharmaceutical oxycodone, structurally close to heroin — by injection in the closing years of the war, supplied by Theodor Morell at doses sufficient to produce the documented stupor, slurred speech, tremor and decision-quality decline of his final eighteen months. Churchill drank in volumes (~50 units a week, on Andrew Roberts' tally) that would meet contemporary clinical alcohol-use-disorder criteria, and was prescribed amphetamines and barbiturates by Lord Moran throughout the war. JFK was treated by Max Jacobson — "Dr Feelgood" — with weekly amphetamine and opioid IVs through the Cuban Missile Crisis. Stalin's daily intake of fortified wines and his use of paranoia as governing instrument are documented in his physician's notes and in the post-Soviet archive releases.
The institutional cases are larger and more consequential. The Wehrmacht crossed Belgium and France in May 1940 on methamphetamine — Pervitin, manufactured by Temmler in Berlin, distributed to Panzer crews and infantry at a scale of 35 million tablets in the run-up to and during the blitzkrieg. RAF Bomber Command flew night operations through 1942–45 on Benzedrine, supplied to crews as a fatigue countermeasure with the official acquiescence of the Air Ministry. The US Air Force prescribes modafinil to crews to this day. Modern military psychiatry has never relinquished the position the Wehrmacht and the RAF established: the stimulant works, the cost is acceptable, the field manuals do not call it a drug problem.
The page does not argue that Hitler made the Holocaust because of Eukodal. That would be a category error in the other direction — the willpower-frame mistake inverted. It argues something narrower and harder to refuse. Whatever the leader was going to do, his neurochemistry was a co-author of the decisions he reached. The judgement quality on a given day in the bunker, the appetite for risk at the conference table, the threshold for paranoia in the small hours, the responsiveness to advisers — these are reward-circuit phenomena. They are subject to chemistry. The chemistry was real. The decisions were real. The page documents the overlap.
Hitler — Morell's cocktail and the late-war decline
The canonical source is Norman Ohler's Blitzed: Drugs in the Third Reich (Penguin, 2016), built primarily from Theodor Morell's surviving prescription notebooks, which were captured by US forces and held at the National Archives at College Park until Ohler's archival work in 2014. Morell — Hitler's personal physician from 1936 to 1945 — kept meticulous records. He injected Hitler with up to a hundred and twenty different substances over the war years. The load-bearing items: Eukodal (oxycodone, classified by Ohler and by contemporary pharmacologists as functionally equivalent to heroin), Pervitin (methamphetamine), cocaine eye drops (prescribed to "soothe" sinus inflammation), Vitamultin (a complex of vitamins, glucose and amphetamine that became Hitler's daily morning shot), and an extensive battery of barbiturates for sleep.
The clinical picture in the final eighteen months — Parkinsonian tremor, slurred speech, episodes of slurring and stupor, the documented "yellow pallor" Goebbels recorded in March 1945 — maps cleanly onto chronic opioid use with withdrawal episodes superimposed. The supply of Eukodal collapsed in November 1944 when Allied bombing destroyed the Merck plant at Darmstadt. Morell's notebooks record Hitler's withdrawal symptoms from late November onward. The accelerated cognitive decline of the final five months — the increasingly erratic strategic decisions, the inability to hold a conversation through to its end, the famous shaking left hand on the newsreel from his last public appearance — coincides with that supply collapse.
The careful claim. Hitler's choices were Hitler's choices. The ideology pre-dated the drugs by twenty years. What the chemistry plausibly altered was the quality of the late-war strategic decisions — the refusal to retreat from Stalingrad, the insistence on holding Hungary in early 1945, the operational decisions on the Eastern front that converted defeat into catastrophe at greater cost than military necessity required. Ohler's argument, and the more cautious version Ian Kershaw endorses in his foreword to the English edition, is that the late-war Hitler was operating with a neurochemistry that would have failed any modern fitness-for-duty assessment.
Churchill — Black Velvet, Lord Moran's pep-pills
Churchill's drinking is folklore. The actual numbers, from Andrew Roberts' Churchill: Walking with Destiny (Allen Lane, 2018), Sonia Purnell's First Lady, and from Charles Wilson (Lord Moran)'s diaries, are larger than the folklore. The morning Johnnie Walker Black with soda. The Black Velvet (champagne with stout) at breakfast. The brandy after lunch. The whisky and soda through the long afternoons. The Pol Roger champagne at dinner, every dinner, his standing order from Reims. The brandy after. The whisky at the long nightly meetings that ran past 3am at the height of the war.
The contemporary clinical reading would meet alcohol-use-disorder criteria on tolerance, withdrawal-avoidance, and quantity-and-frequency grounds. Roberts argues, persuasively, that Churchill drank to a high-functioning floor he held with discipline — never visibly drunk, never miss a speech, never miss a despatch. That is consistent with severe alcohol dependence in a tolerant, executive-functioning host; it does not disqualify the diagnosis. The cardiologist Lord Moran, his personal physician from 1940 onward, prescribed Drinamyl ("purple hearts" — amphetamine plus barbiturate) and Seconal as a sleep aid, throughout the war and after. Moran's diary, published as Churchill: The Struggle for Survival (1966), records the prescriptions in detail.
The polemical position the page takes is restrained. Churchill won the war. The point is not that he won despite the chemistry, nor because of it. The point is that the dominant Anglo-American policy frame on addiction has no language for what Churchill was doing every day — drinking at levels that would today disqualify him from a security clearance, on amphetamines and barbiturates prescribed by his physician — while making the decisions that decided the western Allied war. The frame's failure to describe his case is not a problem in Churchill's biography. It is a problem in the frame.
JFK — Dr Feelgood and the Cuban Missile Crisis
The Kennedy medical record was sealed until Robert Dallek's biography An Unfinished Life (Little, Brown, 2003) extracted access to it. The sealed material confirmed the rumour. JFK suffered from chronic Addison's disease, severe back pain following the wartime PT-109 injury, and recurrent gastrointestinal complications. He was treated by a medical team that included Janet Travell (the White House physician, conservative in approach) and Max Jacobson — known to half of Manhattan society as "Dr Feelgood" — who administered weekly intramuscular injections of a cocktail containing methamphetamine, methamphetamine derivatives, calcium, animal-organ extracts, and steroids.
Jacobson's patients included Marilyn Monroe, Eddie Fisher, Tennessee Williams, Truman Capote and Cecil B. DeMille. He travelled with the Kennedy entourage. He was at the Vienna summit with Khrushchev in June 1961 and administered IVs to Kennedy before and during the negotiations. He was on the White House staff list as an occasional consultant through 1962. He administered amphetamine IVs to the President during the Cuban Missile Crisis of October 1962. The neuroscience is straightforward. Methamphetamine acutely produces grandiosity, reduced risk-perception, compressed time-discounting and reduced sleep need. The Missile Crisis decisions JFK made — the naval quarantine over the air-strike option, the back-channel to Dobrynin via Robert Kennedy that traded the Jupiter missiles in Turkey — turned out to be among the highest-quality strategic decisions of the Cold War. The page does not argue Jacobson's IVs made them so. It documents that the decisions were made by a President who was on a methamphetamine drip administered by an unlicensed practitioner during the negotiation, and that the policy literature on addiction and decision-making has no settled view on what that means.
Stalin — vodka, paranoia, and the parallel state
The Stalin case is the loosest of the four. The post-Soviet archive releases (especially Stalin's medical file, published in fragmented form through the 1990s) and Simon Sebag Montefiore's Stalin: The Court of the Red Tsar (Weidenfeld & Nicolson, 2003) document heavy daily fortified-wine consumption, particularly Khvanchkara and Kindzmarauli — the semi-sweet Georgian wines he took with every meal — plus vodka at the small-hours Politburo dinners that ran routinely until 4am. Stalin's intake by quantity is not extraordinary by Russian historical standards. What was unusual was the way he used drinking as an instrument of statecraft: the Politburo dinners were extended drinking sessions during which colleagues were watched for slips of the tongue, and decisions of state were made by an inner circle of men whose neurochemistry by 2am was substantially altered.
The paranoia compounds the question. Stalin's paranoid pattern — the Doctors' Plot, the constant rotation of secret-police chiefs, the night-time terror of being moved between dachas — is well documented by Montefiore and by Stephen Kotkin's three-volume biography. Whether the paranoia was clinical or instrumental is a question the literature has not closed. What is uncontested is that the operational decisions of the Soviet state in the period 1937–1953 were made by a man whose alcohol intake and paranoid pattern, taken together, would today trigger any standard fitness-for-duty assessment.
The Wehrmacht on Pervitin — 35 million tablets
The institutional case is larger than any individual leader. Pervitin — Temmler-Werke's brand name for methamphetamine — went on sale in German pharmacies in 1938. It was marketed initially as a workplace pep-pill, packaged in tubes of thirty 3mg tablets, advertised in popular newspapers. By 1939 it had been adopted by the Wehrmacht medical service as a fatigue countermeasure, and by spring 1940 it had been distributed in quantity to Panzer crews and infantry of Army Group A in preparation for the offensive through the Ardennes.
The numbers from Ohler's archival work: roughly 35 million tablets were distributed during May–June 1940. The military advantage Pervitin conferred was operational. German troops crossed Belgium and France without sleeping. Sleep was the constraint the French and British high commands had assumed would limit the German advance and provide time to reorganise. The constraint was lifted chemically. By the time the British Expeditionary Force reached Dunkirk, the German armoured spearheads had been awake for four to seven days continuously.
The dependency profile was predictable. By 1941 the Wehrmacht medical service was reporting cases of methamphetamine psychosis at front-line aid stations. By 1944 the soldier-side dependence rates were sufficient that the Reich Health Office (Conti) formally classified Pervitin as a regulated narcotic — a reclassification ignored in practice by Army Group commanders. The strategic implication has not been written into the standard military history. The blitzkrieg was, among other things, a methamphetamine offensive. The French strategic assumption that human endurance would impose a tempo limit was correct in 1939; by the time the offensive began, the assumption was obsolete in a way no intelligence officer had reported.
RAF Bomber Command on Benzedrine — and the USAAF after them
The Allied parallel is documented in Sir Wilfred Trotter's wartime work for the Air Ministry and in the official RAF Bomber Command operational research records. Benzedrine — Smith Kline & French's brand of racemic amphetamine, introduced commercially in 1932 as an asthma decongestant — was supplied to RAF bomber crews from late 1942 onward as a fatigue countermeasure for long night operations. The dose: typically one 5mg tablet four hours into the mission, with permission for a second if the crew judged it necessary.
The practice was institutionalised. Bomber Command's medical service kept dosage records. The post-war Bomber Command operational research review (1945) acknowledged the use as "operationally significant" without quantifying it further. The US Eighth Air Force, operating daylight bombing from East Anglia from 1942, adopted the same protocol. The Strategic Air Command in the post-war years continued the practice. Benzedrine remained a USAF-approved fatigue countermeasure into the 1960s; by the 1990s it had been supplanted by dexamphetamine ("go-pills"), which remained in use through Iraq and Afghanistan. The Air Force position, repeated in successive flight-surgeon briefings, has been: the alternative is mission failure or pilot error from sleep deprivation; the cost is acceptable.
The mirror to Pervitin matters. Both sides ran significant operational tempo on amphetamine through the 1939–1945 war. Neither side has written that into the strategic histories the public reads. The willpower-frame addiction policy of the post-war decades — DARE, Just Say No, the War on Drugs — was conducted simultaneously by military services that were issuing the same substances to their own personnel under different regulatory cover.
The modern war — modafinil, Adderall, dexamphetamine
The pattern continues. The US Air Force's go/no-go pills for crews on extended missions are modafinil (Provigil — a "wakefulness-promoting agent" with significantly lower abuse potential than dexamphetamine) and, for high-tempo special-operations flights, dexamphetamine itself. The protocol is documented in Aviation, Space, and Environmental Medicine (Caldwell & Caldwell, 2005) and in successive RAND reports on aircrew fatigue management. The dosing has been reviewed and reauthorised at intervals through the 2000s and 2010s. The Adderall and modafinil-tablet economy that powers Silicon Valley software engineering and Wall Street trading is the same chemistry. The college Adderall market — Patrick Foster, the gambling addict whose recovery memoir is on the previous page, was prescribed Adderall while doing his PGCE — is the same chemistry. The line between operational performance enhancement and clinical addiction the page has spent twelve chapters arguing about is the line the military services have spent eighty years declining to draw on the same molecules. The policy frame's silence on the institutional drug economy is not an oversight. It is a position.
What changes if we name it
Bad thinking shaped drug policy. The site has spent its main argument on that. Forty years of telling the punter rather than naming the design. Forty years of campaigns funded by the operators and adopted by the regulators because the alternative — naming the engineering — would have required confronting business models the political class did not want to confront. Policy is the page.
Did bad drugs shape world policy? The question reverses the polarity. The page has documented six cases where it plausibly did: Hitler in the bunker, Churchill at the despatch box, JFK in the Situation Room, Stalin at the Kuntsevo dinners, the Wehrmacht in the Ardennes, the RAF over Hamburg. The neurochemistry was a co-author. The decisions were the decisions of men whose pharmacology would have failed any contemporary fitness-for-duty review.
What the page does not argue is the strong version: that the chemistry caused the policy. The strong version is the willpower-frame mistake inverted. The careful version is that twentieth-century history was made in significant measure by men whose neurochemistry the dominant policy frame has no language for. The frame's silence on its own field — the leaders, the institutional drug programmes, the modern military stimulant economy — is the same silence the site has been documenting on the consumer end. The policy frame works by refusing to look at its own boundary cases.
The implication is uncomfortable enough that no political coalition will state it. The neoconservative right's celebration of Churchill and the neoliberal centre's veneration of JFK and the German conservative reading of the Wehrmacht and the post-Soviet rehabilitation of Stalin all depend on a silence about the chemistry. The progressive left's harm-reduction position depends on a parallel silence about institutional military pharmacology. The libertarian critique can name the institutional cases but flinches from the leader-level chemistry because the implication is that the executives who built the present order were chemically altered.
The site's structural-frame position survives the inversion. The decision-quality of the leader is a downstream effect of the design they are operating in. Morell's prescription pattern is a design — the bunker doctor with twelve injections a day for twelve years is a system, not a free choice. Moran's pep-pills are a design — the Prime Minister's physician writes them because the Prime Minister cannot otherwise sustain the operating tempo the war requires. Jacobson's Dr Feelgood IVs are a design — the President of the United States is taking methamphetamine from an unlicensed practitioner because the design of the Presidency in October 1962 has no slack for sleep. The Wehrmacht's Pervitin programme is a design — the operational tempo of armoured warfare in 1940 has no slack for fatigue and the Wehrmacht medical service responded by lifting the constraint chemically. The pattern is consistent with the rest of the site. The lever is the design, not the leader's character.
The willpower frame has nothing to say about any of this. That is the page.
